The project was designed in direct consultation with the Panamanian Ministry of Public Works (MOP)- the largest procurement entity in the country- to assist with the simplification and streamlining of Panama’s procurement processes.

The bespoke consultancy course will provide the MOP with the expertise and analytical tools to; 1) improve internal coordination, internal information management and tracking and the removal or reduction of unnecessary regulations and procedures which constitute barriers to a greater participation of national and international bidders; and 2) develop and implement an internal referential pricing database through which information on the costs paid for all goods and services is recorded and can be consulted in real time to ensure best value for money is obtained in all procurement activity.

In addition to contributing to the Panamanian governmental nationwide strategy to obtain best value for money and increase efficiency in its procurement of public works, this programme will directly contribute to implementation of transparent, non-discriminatory and predictable public procurement processes for infrastructure projects, and the reduction of bureaucratic procurement procedures, delivering a fair and open market that levels the playing field for UK and international firms.
