Throughout Latin America and the Caribbean the effective functioning of market mechanisms in public procurement processes are being distorted by the dual problems of collusion or corruption. Such problems, either in isolation or in tandem, serve to dramatically undermine the efficiency of procurement systems, leading to substantial losses for governments throughout the region.

The International Governance and Risk Institute (GovRisk), the UK Foreign and Commonwealth Office, Panama’s Competition Commission (ACODECO), the Directorate of Government Procurement and Contracting (PanamaCompra), and the Regional Anti-Corruption Academy for Central America (ARAC) - a joint initiative of the United Nations Office on Drugs and Crime and the National Transparency and Freedom of Information Authority - are proud to announce this upcoming four-day conference on “Tackling Corruption and Collusion in Public Procurement: Latin America and the Caribbean” to be held in Panama City between 10th and 13th September 2013.
 
This innovative new regional forum aims to assist Latin American and Caribbean government bodies to promote competition and obtain best value for money by providing participants with international best practice techniques to prevent, detect, investigate and prosecute corruption and collusion in public procurement processes.

The programme will bring together numerous internationally renowned experts - each with extensive experience of tackling corruption and/or conducting, overseeing and advising on multi-million purchases - who will provide practical advice on how to overcome the major challenges in tackling the distinct, but interrelated, problems of corruption and collusion in public procurement. The forum features multiple session formats, and practical hands on learning to ensure maximum delegate participation in the discussions.

Approximately 130 delegates from over 20 countries throughout Latin America and the Caribbean are anticipated to attend the forum. All presentations and discussions will benefit from simultaneous Spanish/English translation.
